Chocolate-Raspberry Coffee Cake (Vegan)

For the topping:

- 1/3 cup Light Brown Sugar Packed
- 1 teaspoon ground cinnamon
- 1/4 teaspoon ground nutmeg
- 1/4 cup Vegetable or Canola Oil
For the cake:
- 1 cup Oat milk (or any nondairy milk)
- 1 teaspoon apple cider vinegar
- 1/3 cup sugar
- 1/2 cup Vegetable or canola oil
- 1 teaspoon vanilla extract
- 1 1/4 cups all-purpose flour
- 2 teaspoons baking powder
- 1/2 teaspoon salt
